How WhatsApp Business API pricing works in India

WhatsApp uses a conversation-based pricing model. You are charged per conversation window, not per individual message. A conversation window is a 24-hour period during which you can exchange unlimited messages with a customer — and you pay the rate for that window just once.

There are four conversation categories, each with different rates. Understanding which category your messages fall into determines your actual cost.

Marketing conversations — the most expensive but most valuable

Marketing conversations are initiated by your business and include any promotional content — sale announcements, product launches, abandoned cart recovery, win-back campaigns, replenishment reminders, or any message with a clear commercial intent. At ₹0.76 per conversation, a broadcast to 10,000 customers costs roughly ₹7,570 — but with an average WhatsApp order recovery rate of 34%, the ROI is often 20-50× on the marketing spend.

Utility conversations — the cheapest business-initiated messages

Utility conversations are business-initiated but non-promotional: order confirmations, shipping updates, delivery OTPs, appointment reminders, and account notifications. At just ₹0.13 per conversation — 6× cheaper than marketing — these are cost-effective to run at high volume. For a brand shipping 500 orders/day, sending shipping + delivery confirmations costs about ₹3,750/month.

Service conversations — customer support

When a customer messages your WhatsApp number first (support queries, order issues, returns), it opens a service conversation window. The first 1,000 of these per month are completely free from Meta. Beyond that, they cost ₹0.10 per conversation.

Tips to reduce your WhatsApp API costs

  • Batch related messages into a single conversation window — order confirmation + tracking link + expected delivery in one window costs the same as just the confirmation
  • Separate utility and marketing messages — if you send a shipping update (utility, cheap) and then 2 days later send a "rate your order" message (marketing, expensive), they're in different windows only if sent more than 24 hours apart
  • Use the free service conversation window — when a customer messages you, respond within 24 hours and include your upsell or survey — it's free
  • Segment your broadcast lists — sending only to engaged segments reduces wasted spend vs sending to everyone

Pricing questions answered

Meta bills in USD. The INR rates in the calculator are based on the official Meta USD rates converted at approximately ₹83/USD — the approximate prevailing exchange rate. Your actual INR bill may vary slightly depending on the exchange rate at the time of billing. Some BSPs (Business Solution Providers like Hublle) bill directly in INR at a fixed rate for predictability.
One conversation = one 24-hour window. Once a conversation window opens (either from you sending the first message, or from a customer messaging you), you can exchange unlimited messages within that 24-hour period for just one charge. For example: you send an order confirmation, then a shipping update 2 hours later, then a delivery notification 6 hours after that — all three count as one utility conversation.
Hublle charges a flat monthly platform fee (₹999/mo for Starter, ₹2,499/mo for Growth) in addition to Meta's conversation charges. There are no per-message surcharges, no markup on Meta rates, and no hidden fees. Meta's charges are passed through at cost. You pay Meta's rates + Hublle's platform fee — that's the total.
Meta gives every WhatsApp Business account 1,000 free service conversations per calendar month. Service conversations are those initiated by your customers (they message you first).
